#95 Warlock Soul Harvesting only partially works

Soul Harvesting gives the correct mana regeneration while casting but not the doubled regeneration while not casting.

Current behavior

After a kill (non trivial) that drain soul was active on when the mob dies you gain: 1) 100% of mana regeneration while casting spells 2) 100% INCREASE to mana regeneration while not casting and mana regeneration has started.

Expected behavior

1) above is happening correctly. 2) is not happening at all. I am getting the icon showing that Soul Harvesting is happening. during that time my mana regeneration is at the same rate as it is when I do not have the buff active. I have taken video of this and counted the frames to ensure timing is correct. <!-- Failed to upload "IMG_3703.mov" -->

How to reproduce

Get at least level 16 warlock. My talents are 4/5 Corruption, 1/5 Suppression, 2/2 Soul Harvesting.

easiest with void walker tanking. 

Load up all the dots on a mob, before the mob dies cast drain soul and make sure drain soul is active when the mob dies. If you started casting drain soul 5 seconds prior to the mob's death you will get mana regain starting immediately after the mob dies. This should be at 100% increase to normal mana recovery. if the mob dies within 5 seconds of casting drain soul you will still get mana recovery but it will be at normal rate while the buff is active.
