#81 Inconsistent Spell Piercing Tool tip with Behavior

Spell Piercing's tooltip says 0.1% damage per point, but testing shows about 0.6% per point.

Current behavior

Spell Piercing tooltip suggests 0.1% damage increase per point. Implying an increase of ~2.5% damage from 25 spell piercing. This increase is not observed in actual testing, and is in practice much higher Data set casting 288 fireballs with 25 spell piercing produces the below results, which equates to ~15% damage from 25 spell piercing (0.6% per point) Data set casting 675 instances of arcane missiles with 15 spell piercing produces the below results, which equates to 8.5% damage from 15 spell piercing (0.56% per point)

Expected behavior

Tool tip matches with observed damage increase

How to reproduce

1. Record damage instances of arcane missiles at various levels of spell penetration
2. Average expected Damage increase
3. Compare to tool tip behavior
