#58 Racial abilities are not tracked in the Cooldown Manager

Racial abilities with cooldowns, such as Gnome's Eureka!, do not appear in the Cooldown Manager.

Current behavior

Racial abilities with a cooldown (e.g. Eureka! on Gnome, 2 min cooldown) do not appear in the Cooldown Manager. The cooldown itself is applied correctly server-side (the ability greys out on the action bar and becomes available again after the correct duration), but no icon or timer for it is shown in the Cooldown Manager UI while it is on cooldown.

Expected behavior

Racial ability cooldowns should be tracked and displayed in the Cooldown Manager the same way class ability cooldowns are, so players can see remaining cooldown time at a glance without checking their action bar.

How to reproduce

1. Play a Gnome character (tested with Warlock)
2. Activate the Cooldown Manager
3. Fetch for Eureka! (racial, 2 min cooldown) in both tabs Spells and Buffs
4. Notice it is not displayed anywhere
