#44 Unable to re-apply Power Word: Shield (no Weakened Soul) while already under the effect of Power Word: Shield (no healing power change)

You cannot recast Power Word: Shield on a target who already has it, even with unchanged healing power, and the error message is misleading.

Current behavior

When a target is already under the effect of "Power Word: Shield" (no "Weakened Soul" debuff), it is not possible to re-apply "Power Word: Shield" to the target even when the healing power of the priest (that is trying to re-apply "Power Word: Shield") hasn't changed. Trying to do so, results in the error message "A more powerful spell is already active". Furthermore, even when "Weakened Soul" is still active, you still receive the error message "A more powerful spell is already active" when trying to cast another "Power Word: Shield" on the target.

Expected behavior

Unless the already active "Power Word: Shield" was applied using more healing power (compared to the healing power at the time of trying to re-apply), you should be able to re-apply "Power Word: Shield" as soon as the "Weakened Soul" debuff is no longer active. While the target is under the effect of "Weakened Soul" the error message should say "You can't do that yet".

How to reproduce

1. Learn "Power Word: Shield"
2. Apply "Power Word: Shield" to a target
3. Wait for "Weakened Soul" debuff to drop on that target
4. Try to apply "Power Word: Shield" while "Power Word: Shield" is already active on that target
