#428 Arcane Blast Mana Cost Increase Debuff Applied To Cast That Applied Debuff

Arcane Blast's mana cost debuff counts on the cast that causes it, making each cast cost more than it should.

Current behavior

Arcane Blast's 175% mana cost increase debuff is being applied to the cast that applied the debuff. Which causes every arcane blast cast to cost more than it should as if one extra stack of the debuff was present when cast.

Expected behavior

Arcane Blast's mana cost increase debuff shouldn't be applied to the cast that triggered it.

How to reproduce

To reproduce cast Arcane Blast and note the mana cost of each cast, comparing that cost with the expected cost.
