#412 [Quest] Frosthowl (Dun Morogh) - Sack of Fish only drops once per group kill

In a group, Frosthowl drops only one Sack of Fish per kill, so only one quest member gets it.

Current behavior

Quest: Frosthowl (ID 98326), Dun Morogh. Kill Frosthowl in the Grizzled Den for Gretta's Sack of Fish. In a group of 2, with both players on the quest, Frosthowl drops only one Sack of Fish per kill. One player gets it and the other has to wait for a respawn and kill it again. Earlier in the beta it dropped a Sack of Fish for each group member, so this looks like a regression. Expected behavior

Every eligible group member on the quest gets a Sack of Fish from the same Frosthowl kill, like other quest items (and like it did earlier in the beta).

How to reproduce

1. Form a group of 2; both players accept Frosthowl (98326).
2. Go to the Grizzled Den in Dun Morogh and kill Frosthowl together.
3. Only one player can loot a Sack of Fish; the other gets none.
