#389 Berserking lowers the GCD

Berserking shortens the global cooldown, whereas haste did not do that in earlier Classic versions.

Current behavior

Berserking lowers the global cooldown when active

Expected behavior

In previous iterations of classic, berserking (haste in general) does not lower the global cooldown.

How to reproduce

1) Use berserking (troll racial ability)
2) press instant cast spells
3) compare to without berserking active
