#379 Attempting to refresh a PW:S of equal value yields error

Recasting Power Word: Shield at equal strength gives a 'more powerful spell is already active' error instead of refreshing it.

Current behavior

Having a full value PW:S and attempting to refresh the buff duration yields "A more powerful spell is already active" error.

Expected behavior

You should be able to fresh the duration without cancelling the aura of the previous shield

How to reproduce

1) Apply PW:S to target
2) Wait out weakened soul debuff
3) Attempt to apply PW:S to same target (before the buff has fallen off)
4) Error
