#376 Water shield needs to be re-applied too often in its current form

Water Shield now works on all spells but has only three charges, so shamans must recast it constantly to keep the mana benefit.

Current behavior

Water shield has been re-worked to work on all spells, but with it being consumed in 3 charges we would constantly need to refresh our water shield to keep gaining enough benefit from the mana regen. And this is with low current beta crit, at max level this is most likely be worse if we gain a lot more crit. It might even be likely the talent will not be taken for dps as it is not worth the recasts compared to keeping your dps up,

Expected behavior

It should either not be consumed unless you are hit (kind of like TBC) or be some kind of way to regain charges in different ways.

How to reproduce

-Spec into water shield
-Test it out in an environment where you can freely dps without getting hit (like a dungeon)
-See how fast the water shield gets used and needs to be re-cast
