#36 Weapon swap unavailable whilst on global cooldown

You cannot swap weapon-slot items while on the global cooldown, which hurts Feral Druids and tanks who switch gear in combat.

Current behavior

Whilst on global cooldown, you are unable to make swaps to weapon slot items.

Expected behavior

You should be able to make weapon slot item switches off the global cooldown. This behaviour is seen most commonly in Feral Druids and tanks who switch to other weapons and shield items in combat, off the global cooldown.

How to reproduce

1. Use an ability that puts you on the global cooldown.
2. Try to change a weapon-slot item during the duration of the global cooldown.
3. Nothing happens.
