#342 Legacy talent "Dedicated Study" cooldown resets when you respec legacy talents

Resetting and re-picking the Dedicated Study legacy talent clears its 23-hour cooldown, letting players abuse it to level professions fast.

Current behavior

After speccing and using the legacy talent "Dedicated Study" has a 23 hour cooldown. If you reset your legacy talents and spec into "Dedicated Study" again, the cooldown is reset and the skill can be used again Some people in the beta have level 300 tradeskills due to abusing this bug I wouldn't say it's super critical as abusing this to get 300 professions on launch won't be worth it in most cases. But might affect the twinking scene if that's a thing

Expected behavior

23 hour cooldown for "Dedicated Study" is retained/not-refreshed after reseting legacy talents

How to reproduce

1. Use legacy talents to unlock "Dedicated Study"
2. Use "Dedicated Study" for +1 tradeskill level
3. Spend gold to reset legacy talents
4. Repeat
