#335 If you're logged out due to inactivity, you can no longer change rulesets without completely restarting the client

After being logged out for inactivity, changing rulesets says no realms are available and you must restart the game.

Current behavior

I'm not certain if there are other triggers but when you're logged out due to inactivity and you attempt to change rulesets it just says there are no realms available and you have to restart your client

Expected behavior

You should be able to change rulesets anytime you're on the character select screen

How to reproduce

1. login to a character
2. wait to be sent to character select due to inactivity
3. attempt to change to another server
