#325 Ashenvale Map Fog of War not being revealed

Horde players exploring eastern Ashenvale see Discovered messages, but the map fog stays unrevealed.

Current behavior

As a Horde player exploring eastern Ashenvale, the Fog of War covering the map is not revealed despite exploring several landmarks (and seeing the yellow "Discovered" text on-screen), including Splintertree Post, Silverwing Outpost, a large loop outside the Dor'danil Barrow Den, the Warsong Labor Camp, and long the northeastern road, roughly along the following path:

Expected behavior

The map should revealed when discovering various landmarks.

How to reproduce

1. Create a Horde Character
2. Follow the path in the linked image, completing the quests Ashenvale Outrunners and Torek's Assault
3. Observe the eastern half of the map is still entirely covered in fog
