#306 Cooldown Manager - Buffs only displaying Rank 1 of all buffs from ranked spells.

The Cooldown Manager buff list always shows Rank 1 of ranked spells, even if you know a higher rank, so tracking can miss your actual buffs.

Current behavior

In the Buffs tab of the Cooldown Manager settings, the list of buffs available to track are filtered to specific ranks (spell IDs) for buffs which have ranks. The rank that it filters for, however, always seems to be Rank 1, even if the player has a higher rank trained. As a side note, it isn't necessarily appropriate to filter for any particular rank. For example, if I'm a level 33 warrior in a party with a level 34 warrior who has Rank 3 Demoralizing Shout trained, my buff tracker should not be limited to only showing me if my worse Rank 2 demo shout is active. Perhaps allowing individual rank selection, or >= their rank?

Expected behavior

The buffs able to be tracked in the Cooldown Manager should, at minimum appropriately detect the rank of spells that are trained by the Player. Ideally, it would allow for ranks higher than the trained rank to be displayed as well, since there is no reason for a player to prefer their own lower rank over a higher rank from another player.

How to reproduce

1. Be on a Warrior with Battle Shout rank > 1.
2. Open the Cooldown Manager Buffs tab.
3. Observe the Battle Shout buff is greyed out.
