#290 16 Legacy Points grant did not add to existing points (9 -> 16 instead of 25) / 发放的16传承点覆盖了已有点数而非累加

The 16 Legacy Points grant replaced players' existing points with a total of 16, wasting what they earned earlier.

Current behavior

Today (October 9) the promised 16 Legacy Points were granted, but the grant did **not add** to points already earned — it appears to have set the total instead: - **My character**: I had **9** Legacy Points earned before the grant. After the grant, my total is still **16** — not 25. - **My friend's character**: had **4** points before, total is now **18** — also not 4 + 16. **中文说明：** 今天（10 月 9 日）发放了传承点数 16 点，但发放的 16 点没有与已获得的点数累加，而是看起来直接把总数设为了 16： - **我的角色**：发放前已有 **9 点**，发放后总数是 **16 点**，而不是 25 点。 - **我朋友的角色**：发放前有 **4 点**，发放后总数变成了 **18 点**，同样不是 4+16。

Expected behavior

**If this is a bug**: the 16 points should have been added on top of existing earned points (9 + 16 = 25). Please restore my total to **25**. **If this is intended** (a set-to-16 rather than an addition), then the effort I put in to earn those earlier points is wasted. In that case I would ask for either: - my total to be raised to **25**, or - an adjustment to the cost of respeccing Legacy talents. **中文（诉求）：** - **如果是 bug**：16 点应当与已有点数累加（9+16=25），请把我的总数恢复到 **25 点**。 - **如果这是有意设计**：那我之前为获得这些点数所付出的努力就白费了。希望能把总数给到 **25 点**，或者调整洗传承天赋所需的费用。

How to reproduce

1. Earn Legacy Points before the grant build (e.g. 9)
2. Log in after the 16 Legacy Points grant (October 9)
3. The total shows 16 instead of 25
