#288 Penance procs Renewed Hope talent per cast not per hit

Penance reduces Weakened Soul once per cast rather than once per hit, which may not match the talent's description.

Current behavior

Expected behavior

Probably Penance should decrease Weakened Soul per hit, not per cast because "Your heals from ... reduce remanining duration of Weakened Soul ..." Also Deep Dive description:

2. Place Power Word: Shield on yourself
3. Cast Penance
