#285 Rain clipping many indoor / covered areas

Rain falls through many covered places, such as walkways, buildings, the Stockades and the Stormwind keep.

Current behavior

Rain is clipping in many covered areas, like pathways, buildings, The Stockades, and even the keep in Stormwind. I have to imagine that this is true all over the game.

Expected behavior

Rain should not clip through models / covered areas in the world

How to reproduce

1. Find a rainy zone (tested for certain in Stormwind City)
2. Run around various covered areas and buildings
3. Notice rain clipping indoors
