#283 Immolation Trap does not scale with attack power or spell power

Immolation Trap damage does not rise with attack power or spell power, only with talents.

Current behavior

Currently Immolation Trap does not scale with anything: attack power, ranged attack power and spell power add nothing to its damage. Across several combat logs, swapping attack power and spell power gear in and out never changed the tick damage. Only talents (Clever Traps, Improved Tracking) changed it.

Expected behavior

Expected behavior is for traps to scale with attack power or spell power. For reference, in Season of Discovery the T.N.T. rune made Explosive Trap and Immolation Trap scale with 25% of the higher of melee or ranged attack power.

How to reproduce

1. Note your Immolation Trap tick damage on a target dummy or mob.
2. Change your attack power (gear, buffs such as Battle Shout) or equip spell power gear.
3. Trap again: the ticks don't change.
