#282 ! does not work in macros

The ! in macros, meant to only turn an ability on, is ignored, so pressing again toggles it off, as with Shoot.

Current behavior

The ! symbol to only activate abilities does not work in macros. It acts like there was no "!".

Expected behavior

/cast !Shoot should only toggle Shoot on but it acts like there was no "!", toggling it off on repress Pretty sure /cast !Cat Form wasn't working at launch neither but i just did double check and it works now, but /cast !Shoot definitely keeps toggling it on and off on repress
