#276 Shield Specialization listed as now baseline for Shamans, but block chance with a shield is unchanged

Status: Not a bug · Area: Classes & Specs · Shaman

Shield Specialization is said to be baseline for Shamans, but their block chance with a shield is still just 5%.

Current behavior

The Mage and Shaman class deep dive lists Shield Specialization under Enhancement's "Talents Moved to Baseline". After equipping a shield on a Shaman with no talent points spent, my block chance is 5%, the same baseline value every shield-wearing class has in Classic. I see no increase matching what Shield Specialization would have provided. The Shaman talent list on https://foreverchanges.pro/talents/shaman has no Shield Specialization talent.

Expected behavior

If Shield Specialization is baseline for Shamans, I expected a shield to give a block chance higher than the standard 5%, matching what the talent gave in Classic. If it isn't meant to give any bonus, please clarify the article and/or mark this as not a bug. Otherwise this is a bug where the baseline version of the talent isn't being applied.

How to reproduce

1. Create or use a Shaman with no talent points spent.
2. Equip a shield.
3. Open the character sheet and check Block chance. It shows 5%.
