#275 Leader of the Pack alternating states rather than staying on through form changes

Leader of the Pack turns on and off alternately as a Druid shifts between forms, instead of staying on.

Current behavior

Whenever you shift from cat to bear or bear to cat or even powershift bear to bear or cat to cat, leader of the pack alternates between on/off states on each cast of a form rather than staying on through all forms.

Expected behavior

Leader of the pack should always be 'on' when you are in form

How to reproduce

1. Go into cat/bear form
2a. shift directly into the other form
2b. or `/use !cat form` / `/use !bear form` macro to powershift the same form
3. leader of the pack is gone
4. repeat step 2 and it will be back again
etc...
