#249 Druids' Rejuvenation Doesn't Stack

Rejuvenations from different Druids cannot coexist on one target, as a weaker one is blocked or overwritten by a stronger one.

Current behavior

When a higher rank of rejuv from one person is cast on a target, a lower rejuv from a different person cannot be put on the same target. It has to be a better rejuv (not sure if it has to be higher rank or higher heal throughput based on healing power) and it will overwrite the first one.

Expected behavior

Multiple rejuv from different people should be allowed to be placed on targets, regardless of ranks/ healing power AND without overwriting one another.

How to reproduce

1. Have another druid cast a max rank rejuvenation on a target.
2. Attempt to cast a lower rank rejuvenation on the same target.
