Casting a weaker Power Word: Shield on a target with a stronger one wastes mana and triggers Weakened Soul with no effect.

Current behavior

Applying a weaker Power Word: Shield to a target that already has a stronger shield applied will spend mana and trigger Weakened Soul without any sort of refreshing buff

Expected behavior

Era behavior is prevent cast with error "A more powerful spell is already active" But you can reapply it with same bonus healing value or higher

How to reproduce

1. Cast Power Word: Shield
2. Wait 15 sec until Weakened Soul ended
3. Cast Power Word: Shield with one rank lower
