#239 Hunter Marksmanship Talent Improved Concussive Shot Does Not Work

The Hunter talent Improved Concussive Shot at 5/5 failed to stun targets in a hundred tries, though one proc finally came later.

Current behavior

With 5/5 Improved Concussive Shot talented, mobs never get stunned for 3 seconds even after 100~ attempts.

Expected behavior

With 5/5 Improved Concussive Shot talented, and a 20% chance to stun the target for 3 seconds on a 12 second cooldown I should expect to stun a target at least once a minute, but after nearly 10 minutes of consistently using Concussive Shot I have not stunned a target once. Edit: Of course after I post this bug report and another 5 minutes of testing I finally had Concussive Shot stun proc. Definitely nowhere near the 20% proc chance that it should be though.

How to reproduce

1. Talent 5/5 Improved Concussive Shot.
2. Use Concussive Shot on targets.
3. Should expect at least 1 stun every 5 shots.
