#217 Talent tooltips no longer show the number of available ranks

Talent tooltips no longer show ranks like 3/3 or 0/5, so you cannot see how many points a talent can take.

Current behavior

When you mouseover a talent, it no longer shows the number of available ranks. eg 3/3, 0/5 etc.

Expected behavior

Tooltip should show you how many talent points each talent can take until max.

How to reproduce

open talents and mouse over a talent.
