#199 (Rogue) Sapping a target instantly puts you in combat with it

Sapping an enemy instantly puts you in combat with it, unlike in every other version of the game.

Current behavior

Sapping a target instantly puts you in combat with it

Expected behavior

Sapping a target in classic WoW (with improved sap talent) does not put you in combat. Sapping a target in any other version of WoW does not put you in combat. The expected behavior of a sap captured on SoD realm (with improved sap talent) - https://youtu.be/O8nk3f2rPhY

How to reproduce

1. Be a rogue with access to "Sap" and "Stealth" abilities.
2. Enter Stealth
3. Approach a humanoid NPC target (preferably from the back to exclude the possibility of being in the line of sight)
4. Cast "Sap" ability
5. Observe entering combat state the second the Sap lands
