#187 Frost Nova root isn't working properly with leeway

While running or jumping, Frost Nova's damage hits targets at the extended range, but its root effect does not.

Current behavior

The Root CC part of Frost Nova is not being applied when leeway is involved. In the video linked (and many random clips out there) the damage part of the Frost Nova hits but the Root part doesn't. This is exclusively happening during any leeway (running or jumping) which extends the radius of AoE spells slightly. In the case of Frost Nova, no leeway is 10yrds and with leeway is 12yrds.

Expected behavior

The whole 0-12yrds of Frost Nova during leeway should Root and do damage, which is how it has worked since 2019 classic beta.

How to reproduce

1. Have a stationary target, find the max range of Frost Nova (no talents) with Arcane Explosion, which is 10yrds.
2. Take the tiniest step back and test that you're above 10yrds from the target with Arcane Explosion, it shouldn't hit the target.
3. Jump then Frost Nova. You will see the damage of Frost Nova landing but the target won't be rooted. This happens anywhere in the 10-12yrd leeway zone for Frost Nova.
