#181 Opening the Forever client steals connected gamepad devices from steam

Launching Forever takes over a gamepad connected through Steam, making it unusable in other games, with no way to turn this off.

Current behavior

If you open the Forever client with a gamepad device connected to steam, the Forever client steals control of the gamepad device, preventing it from use in other applications. There is no option to prevent this.

Expected behavior

I keep a gamepad device connected to my PC for ease of use / accessibility for other games, but never intend to use it with WoW: Forever. This means it is often on in the background. There should be a way to prevent this game from seizing control of the gamepad when you aren't using it for Forever, but it is already connected for different reasons. I've played multiple versions of WoW previously with my controller connected in the background, and I can no longer do so in this version of the game.

How to reproduce

1. Connect a gamepad to your PC for use in other games / applications, e.g. Steam
2. Open WoW Forever Beta
3. Notice that WoW Forever Beta has taken ownership of the gamepad device with no way to retain its original use without closing the client
