#18 Guild charters not requiring signatures

Guild charters can be turned in immediately without the required 10 signatures, bypassing the normal requirement.

Current behavior

Currently, guild charters are not requiring the 10 signatures to create a guild. If you buy the charter and lock the guild name, you can hand it in again instantly to create a guild.

Expected behavior

Guild charters typically require 10 unique signatures to be valid.

How to reproduce

1. Go to the guild vendor
2. Buy a charter and choose a guild name
3. Hand in the charter to create your guild.
