#164 "Target is unfriendly" and channel issue

One player cannot be mailed (told the target is unfriendly) even though both are on the same faction, and channels fail to show each other.

Current behavior

Character "Blimey Bruv" on PVP realm, alliance, on forever is in weird broken state it seems. When I try to send it mails from alliance it says target is unfriendly, even though we are both on alliance on same realm/ruleset type. I dont have this issue when sending to other friends. We are ALL in EU. There is also an issue when it comes to channels, we both /join testtest and do /chatlist testtest, and cant see each other, yet when i do it with other friend it works, when sending messages there we cant see each others messages, again works with 3rd friend. This person tried to create brand new character, i can now send mail to him, but channel still DOES NOT work.

Expected behavior

Well, should be able to send mails, and join same channels and talk there.

How to reproduce

Not sure if this is easily reproducible, its specific character issue it seems.
