#132 Cat Form bars lost upon shifting

Using !Cat Form while already in Cat Form fails to keep your Cat Form action bars.

Current behavior

Using !Cat Form in form does not properly use your Cat Form action bars

Expected behavior

Cat Form action bars should be used in Cat Form

How to reproduce

1. Enter Cat Form
2. Type /use !Cat Form
