#131 [Controller] Select doesn't refocus the character panel after unfocusing

With a controller, pressing Select does not return focus to the character panel after you move to another panel.

Current behavior

With the character panel open, if you move focus to another open panel, pressing Select doesn't bring focus back to the character panel.

Expected behavior

Pressing Select should refocus the character panel.

How to reproduce

1. Enable gamepad UI
2. Open the character panel
3. Open another panel and move focus to it
4. Press Select. Focus doesn't return to the character panel.
