#129 [Controller] Reagent bag shows but can't be accessed

With a controller, the reagent bag appears in the bag UI but cannot be selected or opened.

Current behavior

When playing with a controller, the reagent bag shows up in the bag UI, but you can't highlight it or get into its contents. To me, the current behavior seems like the leftmost bag slot isn't being accounted for at all in the One Bag UI. When opening it at a bank it shows up in what appears to be the old bag interface, and is unselectable.

Expected behavior

The reagent bag should be selectable and navigable with a controller, the same as the other bags. Its slots should be displayed in the One Bag ui.

How to reproduce

1. Enable Gamepad UI
2. Ensure there is a reagent bag equipped in the reagent bag slot (I used a mining bag)
2. Open bags
3. Navigate to the reagent bag. It can't be highlighted or opened.
