#125 Druid Bear Swipe does negative damage compared to tooltip and doesn't scale

Bear Swipe hits for less than its tooltip says (17 versus 23) and does not scale with gear or talents.

Current behavior

Swipe tooltip tells me I'll inflict 23 damage to up to 3 targets. I dealt 17 damage to a target fully geared while also 3/3 Feral Instincts which provides an additional 30% damage to my swipe

Expected behavior

Swipe should be inflicting damage well beyond the tooltip if it scaled with your weapon, stats and talents like Feral Instinct.

How to reproduce

Swipe is not scaling at all. It behaves this way 100% of the time.
