#102 Healing reduction in dungeons

Direct heals on targets level 17 or higher are reduced by about 35% in dungeons with no explanation in the combat log.

Current behavior

upd: only visual issue Tested only in the Hall of Thanes by myself, but probably it works in all dungeons same way When you heal target >= 17 level, direct healing effect reduced ~35% without any explanation in combat log HoT or PWS are not diminished My Heal (Rank 1) for 18 level feral during dungeon: Outside dungeons it works fine

Expected behavior

Unknown behavior: It shouldn't cut heal or should be implemented to all healing or should be somehow explained

How to reproduce

- Join in the Hall of Thanes at healer level <= 16
- Cast any direct healing spell at target level >= 17 (healing will be reduced)
- Cast any hot or pws spell at target level >= 17 (healing/shield will be okey)
